Plus Power initiated communications with key stakeholders including Jefferson County Fire and Rescue Department, community members, local stakeholders, and policy makers to introduce the project.

Winter 2022-2023

Plus Power engaged with Fire Departments in New Market, Jefferson City, and Dandridge to discuss the project and receive feedback on the plans.

Board of Zoning Appeals determined that battery energy storage is a permitted use in A-1 zones.

Local Outreach

Plus Power has been developing Dumplin Valley since 2021 with a focus on meeting the capacity needs of the TVA grid and the customers it serves. We are committed to working with the Jefferson County community and keeping it involved throughout the development process.  Dumplin Valley received confirmation from the Jefferson County Board of Zoning Appeals that battery energy storage systems are a permitted use within the County’s A-1 Zoning District.  Construction of the Dumplin Valley Energy Storage facility is anticipated to start in 2026. The 2027 completion of the facility will ensure that TVA meets its reliability needs.

Community Benefits

The Dumplin Valley Energy Storage facility will be a good neighbor and a valuable asset to the surrounding community for decades to come. The project will provide necessary capacity to the region with no air polluting emissions. As a static facility with insignificant traffic and minimal municipal services, the facility will have little impact on neighbors. Significant project benefits to the community include:

  • High-paying construction jobs

  • Enhanced resiliency from a new, state-of-the-art power resource  

  • Expanded property tax base for the local district
